• No the converting happens in the wall block with the USB port. I would consider this charger 'dumb' meaning it will plug into any USB c port regardless of voltage. The watch will pull whatever amperage it need being 5volt 9volt 18volt etc etc depending on the it's current needs. USB is a worldwide standard.

• You will need a converter. In the States we use 120. When I went to Scotland they use 320 or so so You need a converter .
