I assume you're referring to usb-c (most future technologies will begin to adopt this). You can buy usb-c to USB 3.0 adapters, but be careful of the power reduction. This may cause the external hard drive to not receive enough power to operate. I'd recommend a external hard drive with native usb-c (make sure your Windows 8 PC has USB-c and not micro USB before buying, usb-c plug is pill-shaped and can be plugged in with 2 degrees of freedom).
