“Water is falling from the water tank into the little place inside where the filter is placed. Is this normal or is there a problem with the apparatus I bought?”

the water tank feeds the humidifier wick which is rotated by a small rubber wheel located inside the humidifier area, at the top. It tends to get caked with minerals, leading to an E2 error. So, water does fall into the tray that the humidifier wick rotates within. It is controlled by the small float (square blu-ish styrofoam block) that moves freely in the assembly
