Shell Gift cards should be used as cash. It’s a scam that the stations can charge credit for a gift card that’s not considered a credit card. A complaint should be filed with the Attorney General of that state.

It is up to the individual station, but after having used these cards for 10+ years I can tell you that 98% of them charge the cash price for Shell gift cards.
