Can I use the with my Samsung tv null

Yes, you can use the OpenFit Air with your Samsung TV if the TV has Bluetooth (most modern ones do), by putting the headphones in pairing mode (hold both earbud touch areas until orange/green flash) and then finding and selecting "OpenFit Air by Shokz" in your TV's Bluetooth settings under Sound Output, though a Bluetooth transmitter might be needed if your TV is older and lacks built-in Bluetooth. Not sure, but if the TV is a Smart TV, they should. I do know that they will not pair two phones at the same time.
