• I am not sure of the reason someone would have received empty tanks, but when you do and exchange the new tanks come with a manufacturers seal so you know you are getting an un-tampered tank. As long as you are vigilant and make sure you get a sealed tank, you should be good.

• Not sure of the weight but these seem to never exhaust themselves as the gas expands and contracts with temperature fluctuations
