You probably can crop any picture loaded into your computer - just need a program to do it. Maybe your concern is resolution of what is left in the picture. Use best judgement based on picture size, amount cropped, detail to begin with and trial and error.

Years ago the WINDOWS PHOTO GALLERY did that , but there are other programs. Photo Gallery stopped working for me years ago, so now I have a program called PHOTOPAD IMAGE EDITOR. You right-click on the saved and imported photo to open with any software program that you use.THese image editors can also brighten and improve colors. Another hardware which can crop is a scanner on your printer. If you have printed your photo (hardcopy), you can scan it and your scan software allows you to crop it.
