Yes it will work on your 2017 Nvidia shield You have to activate the pairing mode on the controller By simply holding the share button and the PS home button at the same time the light bar will start flashing and it will become solid once the connection is secured.

Depends if your PC has Bluetooth capabilities or responds to a USB-C cable when inserted.
