I'd say thats a yes, as the same thing happened to me. I think its a way to deter bots (ya know, adding extra steps) but luckily mine went through. I dont think this is odd since I believe Sam's Club orders did the same thing? What I do think is weird is that it took 15 minutes as mine came after a few seconds. Taking into consideration I have my email app and medium to slow internet as well as the fact I did this over my phone- maybe that might have been a fluke or perhaps a lag in the site at the time.
