Unfortunately, I do not know if these cards can be used interchangeably throughout different servers but i can point you in the right direction. If you call the psn hotline you should get the accurate info.

The server is based on where the PS4 is utilized. It will automatically locate the server that is nearest to your physical location. So if you are considered to be in the EU then it will require items based on that server. When you set the system up it should have indicated what server your on.
