It appears that Starlink service is available in Jamaica, and Starlink has made service available to residents who are impacted by Hurricane Melissa free through the end of November 2025. I am not sure if this will apply to someone who is bringing it with them. On roam plans as I understand it you are able to roam for a period of time in another country without extra fees if you stay within your plan allowed data.
