This title is part of Microsoft's "Xbox Play Anywhere" program so it is available on both Xbox One and Windows PC. It is a cross-buy program between the two platforms. Any game that is labeled as "Xbox Play Anywhere" will allow you to take your progress back and forth between platforms (all saves, game add-ons and achievements).

So if you buy the game digitally from the Xbox / Microsoft Store one time you will have access to that title on both Xbox One and Windows PC. The digital game download codes from Best Buy also work as you redeem them through the Xbox / Microsoft Store. So if you buy digital; 1 digital purchase gets you access to the game on both platforms.

If you want to buy a game physically for Xbox One (like Super Lucky's Tale) and also play it on Windows PC then you will have to purchase the game digitally via Xbox / Microsoft Store as well. A physical copy for Xbox One only allows you to play that title only on the Xbox One platform not PC. This will cost more money but you will still get all the benefits of the Play Anywhere feature while having a copy of the game on disc. In short if you want a physical copy for Xbox One and play the same game on PC you will need to buy 1 physical copy (Xbox One) and 1 digital copy (Windows PC).
