As I write this question on 11/23/17, my gamers club discount does not show up on this one title in my cart. Why isn't this title eligible for the 20 percent off? null

All Black Friday items and cyber Monday items is excluded from gamer club discount since they deactivated this is 3 year I believe they done this. After cyber Monday they reactivity the discount and can get the gamer club discount.

The discount worked just fine for me. Confirm that you are logged in with your correct account and that your Gamers Club membership is not expired. You may also need to advance to the checkout screen to see the discount applied.

Yeah 20% doesn't show up for me either. So I don't think it's up to individuals to call, I think it's on best buys part to correct it on the website.

Did you buy it digitally? Must be a physical copy of the game for the discount.
