Does the battery come fully charged in the box? null

No but it is lithium so it charges a lot faster than the old lead battery I had in my razor.

No, but it has a little juice, you are supposed to fully charge it before use.

No it doesn't. It says that it takes an hour and a half to fully charge, but it does take longer.

The battery is not working properly for my Swagtron. I am having a hard time with the company sending me a new one and Bestbuy does not want to exchange it for me.
