Gen 4 does not support out of home viewing. My understanding it is spending they are looking at but no promises.

No right now, you can't watch outside the house only inside on your network. There is not really a set skip, but you can use the ff/rr to move as much as you want and it works OK as you can still see thumbnails of the show to know where to stop.

Not yet, it can not stream outside the house.  You press the FF key and it skips forward, it can be a little or a lot.  It is not automatic skip.
