Can this device record broadcast local channels without internet? null

The Tablo guide is downloaded over internet. If you don't have the guide subscription you are only able to schedule recordings manually, like was done with a VCR.

It should be possible, but you will not be able to get the schedule, that requires internet access. You DO need a home network in order to use the Tablo. A home network is the only way to access the device.

No, You need internet and it works better if you connect the tablo direct to your router with the ethernet cable.
