What is the actual fan speed? null

I am looking for a cooling pad for my laptop. This one looks promising, I like the brand and the price is good, but my doubt has to do with the fan speed. Is it really ONLY 2 revolutions PER minute? This information must be wrong? If it is so slow, how could it blow any air? ( I am asking because I want to compare with other pads before buying). And how do I power the pad? Does it come with a power supply and a USB cable? Thank you very much for your anticipated kind feedback.
