This TCL TV is compatible with most soundbars and headphones and can be connected via HDMI ARC, Optical, or the 3.5mm headphone jack. The TV remote is not designed to control devices connected via an Optical connection. Hope this helps! Thank you, TCL Customer Support

Unfortunately no. In order for that to happen, your soundbar would have to have an HDMI input and support CEC.
