• Will retain a charge you do for 24 hrs, until a new WI-FI connection is obtained. After that it disappears.

• If you read the documentation correctly, yes, you just need to reconnect to wifi w/in 24 hrs for the transactions to be processed. Only drawback is if someone uses a bad card / stolen card and card is blocked by the bank, you won't know this until you reconnect and then you have lost that transaction(s).
