• Yes it will replace your dead drive, no it is not preloaded. You need to boot your computer off of recovery media to load the operating system. If you are running Windows 10 you can google Media Creation Tool and create recovery media,

• I don't know for sure if it will work on your Toshiba, but worked on my macbook pro fine. Had to go to Apple Store to have mac os installed.
