“Mine does not have a "Power ON" option under "Display & Sounds" (nor anywhere) in the menu. Why not? And, is there any other way of getting the TV to default to an input when powered on?”

Try to update your TV. Go Home > Settings > Device & Software > About > Check for System Update. David M. - Toshiba Support
