“Can I disable Alexa so that my Rogers Voice Remote will work properly? The remote is paired with the TV, but it can't turn on the TV or select the correct HDMI with it. I have to use the Toshiba remote first to turn it on and select the Ignite input.”

Try the Power On feature, go Home > Settings > Display & Sounds > Power On and select Last Input. Use the TV remote to control the television. Use your Rogers remote to control your Cable Box David M. - Toshiba Support
