Only if you connect a VCR to one of it's line inputs. This unit does not include a built in VCR.

Yes, you can connect your VCR video and audio output to the equivalent inputs on the back of this DVD recorder unit and convert your VHS to DVD format. Note that the quality won't be quite what you get from standard DVDs as the VHS format inherently has a lower resolution quality. You will need to purchase output connectors that match the video out connectors on the back of your VCR.
