Tough to say, Sgtbrownty - it depends on the wall material (concrete vs drywall) and distance from the router to extender. But if you don't see four blue lights, then the connection is not being made

If your router's signal does not already reach the garage, then we cannot guarantee that the extender will be able to pick up the signal and extend it from that location.
