No, Trac Phone does not change for unanswered incoming calls

Minutes are deducted for all incoming and outgoing calls, including incoming call waiting calls, simultaneous calls, toll free calls, and calls to 411, 611, Customer Care, and your voicemail. With regard to your second question, web is a collection of information which is accessed via the Internet. If you access the internet, you will be using data minutes.
