yes mins roll over.but time doesnt must purchase a pin online or a card at the store or call 611 on your phone to refill evey 3 months.but they also have yearly cards good for 365 days.

However, the phone must remain active in order to use the minutes. I bought one year worth of service so the 1000 minutes are available for the year.
