• Yes, I believe you have to buy a plan. We already had a plan and wanted to upgrade our phone. This phone was suggested by Tracfone.

• I purchased it through BestBuy, but already had a plan with TracFone. They (TracFone) said my monthly fee would stay the same. It is very reasonable.
