No you do not have to buy minutes if you only use it as a wifi device for media and internet, but you won't be able use it as a phone to call, that need to buy minutes.

Please try again later.There are different plans you buy. 2 month, 6 month, 1 year each with different configurations of talk minutes, texts, and data so you can remotely go online. I bought this for my mother and she LOVES it. It is one of the best deals out there - I did a ton of research.
