A:AnswerMine seems to be brand-new quality. I've actually had quite a lot of luck with refurbished electronics (not just from BestBuy). I can't hear myself through the microphone (as in, it doesn't pull the sound from mic directly to headset), but I can't remember/not sure if I ever figured out whether or not that was supposed to be a feature or not.
Either way, as far as refurbished vs new quality, they seem good!
One other thing to note, if you have the PS4 Pro it is likely that you will have a hard time getting the optic cable and an ethernet cable to plug in at the same time.
I threw the Sony- Gold Wireless as a recommendation from a friend of mine. I know for a fact that they don't play your voice in the headset when you speak, but otherwise they seem similar, and are a more tailored experience.
Overall, I like them; they work for me!
