The phone app allows you to set times for it to turn on or turn off.

As far as control, you have to be on the same network as the lights are on to make changes or for control.

No.  They are connected to your wifi network.

Twinkly retail products can only be managed through the Twinkly app when your phone/tablet are connected to the same wi-fi network of your Twinkly device and assistants including Alexa, Google Home and Apple Home Kit. Only Twinkly PRO products can be managed remotely via laptop or web app.    
Via the App's control panel you can set a timer, choosing the on/off time.
It will work even if you are not at home!
