“How do you program this remote or any of the other URC remotes? Their website says "Please Note: Most URC remotes cannot be programmed by the end-user. The operating system software is distributed to authorized URC dealers." and the manual has no info.”

You can go to their website (URC) and ask for a list of authorized programmers in your area. They will be able to program your remote with all the info from your set-up whether it's one room or multiple depending on which hardware you've purchased.
