Best Buy goes in and out of stock with steelbooks. I just bought the game last week for store pickup and it came with the steelbook. Put the game in your cart and if it adds the Free SB also, you'll know they still have copies. This might be their only restock though.

Wanted another steelbook for collection and bought second copy hoping to get but didn’t as it sold out quick. Still a great game and definitely recommended if you like this style rpg.
