Yes you could you don’t have to set up cellular part. I would put SIM card in so not lost then when ready activate it.

Yes you can you can do everything on this iPhone but make calls and send txt. You can even connect it to wi-fi and get o the internet through safari. As long as you don’t add minutes from Verizon she won’t be able to make calls and send txts messages.
