You would need to have a WiFi connection if you do not purchase cellular data.

You can use it if you have WiFi access. Sometimes there are gaps where we have to wait to top up my husbands phone as long as he is at home he can use it on WIFI to message me through Facebook or call me through Facebook. You can also get apps that allow WIFI calling. If you do not have WiFi you would have to go somewhere like the Library, Starbucks, or McDonalds that does have WiFI to use theirs. You can even download some games while your there and play them anytime if they do not require the internet.
