Yes. When you set up your phone as a hot spot, it gives you a password. On the TV, when you search for wifi connections, you'll choose the phone's I.D. then enter the password from the hot spot. 
Note: If you don't have unlimited data, you will be using mobile data and could incur additional charges from your cellphone company.
