“Does this tablet allow a person to mark up any view on a computer screen. For example would I be able to mark up a pdf.? I just want to know that I can mark up any image on a computer screen.”

The ability to mark-up documents will need to be a function of the software you are using. These tools can then be used with the pen on the tablet for more control and precision over a standard mouse. For PDFs, an application such as Adobe Acrobat would provide these capabilities.
