“Can I use a portable external hard drive to store my CDs on and then plug into my car USB to play my music? If so, need recommendations on which to buy. I don't want to load the music on iPhone or use iTunes. My new car no longer has a hard drive”

it should. you will have to set it up in folders and it should work.

However, I suggest you might want instead to invest in a solid-state drive that is not affected by rough roads and harsh environment in a car or truck that would shorten the life of a mechanical hard drive.
