“What am I supposed to do whenever I turn off the ps4 or want to disconnect the Harddrive from it? I heard of some problems where after a while of turning the ps4 off, it could constantly ask to have you reformat the drive? Is that normal? Data lost?”

Like any harddrive if it's in use and you unplug our pier it in the middle you could cause corruption issues. Just leave it on
