Yes. You can reformat the drive so it will be Mac compatible using Disk Utility. If you want to maintain cross-compatibility with Windows, make sure to choose "ExFAT" as the filesystem. If you don't care about Windows compatibility you can format it as Apple APFS or HFS. ExFAT is cross-compatible but may not work quite as well with some advanced Apple features like versioning or Time Machine.

Also you can obtain these files/ Tools from Western Digital website in case you accidentally Delete them. Once the necessary setup is done you can Backup your Laptop drive. The only thing I can think of as to why you are not able to Write or upload/ possibly download from your External Drive is due to a Security feature or need Administration Rights or maybe a password. Sorry I do not own an Apple product such as Macintosh. My daughters have Apple iPods. In 1983 I bought the Apple IIe Professional System with Color Monitor "CRT not LED" big bulky and heavy", dual 5.25 floppy drives, dot matrix printer and Appleworks software "like Lotus 1-2-3 or today's Microsoft Office" for $3,700. Was it really worth the price? NO! New products always cost a fortune. Today for that price of $3,700 I could have a fantastic near top of the line Workstation and or Gaming PC. Just think in 1983 we did not have Cable Modems, Mouse, fast CPU's, nice Graphic Cards, large and fast Memory, I think like 1 or 10 MB External Hard Drive may existed, no Internet. Just the"Bulletin Board System" back then and baud modems "dial up". Before Mac was LISA.
