I have a xbox one s and I had to format it as well.There should be a storage menu on your console and you have to choose which one to enable to save data on.This was something I figured out by trouble shooting the same problem that you have now.

Reformate it on a PC first rather then having the system do it. I had to do that for my brother in law, he was having the same issue
