That's a tough question. This external hard drive is also a portable battery that can hold a large charge and charge portable devices. I'm not sure exactly what "Dish" 's expectations are. I don't believe this WD hard drive can simultaneously transfer/receive data and be charging, even if it's plugged into an outlet while transferring data. It is programmed to only do one or the other at a time, for temperature regulation. That's my understanding, I hope it helps.
