Yes. Microsoft support verified there will be a limited number of consoles available on release day that are not a part of pre-orders. I'm guessing 1-3 per store on release day

for the people who preordered yes , but idk about non preorders I’m guessing after everyone who preordered they’ll let the others come buy.
