I don't think anyone can give you a direct 100% answer for your first question. For your second question, yes absolutely. Any games you have on your Microsoft account are associated with the account specifically!

Any digitally bought games will follow your account wherever you sign in, you just have to re-download them and for discs you'll have just have to download them again. All your xbox data is stored in a "cloud" and will be available wherever you sign in. Ive heard a lot of xbox one games, if not all of them, are playable on series x. Hope I helped.
