You can do a payment plan that give you access to gold and gamepass.

According to Best Buys policy they will only pre-approve the payment but wont actually charge the card until the product is shipped or picked-up.

The way the consoles are charging this year the same goes for the ps4 is that your card will get pre-authenticated to make sure you can make the payment but that payment itself will not go through until the console ships. As for a billing plan if you were looking for that depends on the store and I don't know if that's provided.
