The reason why Best Buy doesn't do a sign up like that, is it would be very easy for scalpers and bots to sign up thousands of times and grab up all the stock. Also, you are buying from Best Buy, so why wouldn't they limit it to their customers? Don't know what a "BOT cycle" is, so can't answer that. Another thing to consider for everyone looking to buy a Xbox, we are in a global chip shortage. That does lower stock drastically, and scalpers with the assistance of bots grabbing all of stock to resell is not all of Best Buys fault. It is a very highly demanded item.
