Found that it had been used and returned. took it back and exchanged it for another one which looks to have been used and returned as well. I plan on keeping this one.

I have purchased two of them over the years, and it always ends the same. The first one I purchased caused the SSDs I had plugged into it to literally explode one day after a couple of years. I bought a new one, and plugged some HDDs into it, and now here we are a couple of years later, every HDD I plug into it stops working immediately, and no longer works with any method. My drives worked fine right up until they didn't. I assumed the drives just went bad, and bought two more, and both had the same issue immediately upon plugging them in. Now they don't even work with a SATA connection. I suppose it's possible I purchased two DOA drives with the exact same symptoms right after my existing drives stopped responding, but I find that highly unlikely. tl;dr - Don't buy this thing unless you don't care about your data.
