4k but no 1080p??

One thing that is a problem is that it is a 4K TV when using a 4K service but it does not do 1080p??? I've checked multiple settings and used different service providers that currently utilize 1080p on my other tvs in the same house - a 4K TV that doesn't do 1080p doesn't make a lot of sense.
