She’ll be leaving for college in August, out of town, and I don’t want a limitation be due to her old device

All around, best iPhone for most users

The 14 is plenty for anyone not looking to do serious photography with their phones, and in that case, you should upgrade to the 14 Pro or 15 Pro.
