I tried so many guides, as well as contacting Oculus and Asus but nothing worked - the main Oculus app would only run from the ATI internal GPU. I was also disappointed that the laptop didn't come with a webcam. I will be returning it!

I'm sorry to hear that you had difficulty enabling VR with this laptop. That certainly sounds like a frustrating situation. If the app was defaulting to integrated graphics, you should be able to lock the video output to the RTX 2060 from within Nvidia control panel.
