Feels like Fallout but there's something missing

From the gunplay look and feel of the environment and weapons. But there's just something missing that made the previous games the incredible experiences that they were and still are. The game has limited dialogue choices and there seems to be very little repercussions for your general attitude to the people around you, with very few branching quest and veritable outcomes the game feels very flat.
